[취재파일] ‘The Wen Government’s Security Self-Praise’… Is this claim correct?

Love

Park Soo-hyeon, senior presidential secretary for public communication at the Blue House, posted an article on social media today promoting the government’s defense exports and increased security budget. The export and development achievements of individual weapon systems carried out during this government period were also presented. The emphasis was placed on the President’s achievements in defense cooperation.

As a public relations officer of the government, you can write articles advertising the government on social media. However, since it is a post by the government’s public relations officer, fact-checking, context-checking, and sophisticated analysis must be supported. The baseless brag of the Blue House public relations officer is not only a false example of encouraging government officials to useless self-congratulations, but it is also not conducive to security. Let’s go through each one.

● People in this government should not speak of ‘Cheongung-II’

In November 2017, Defense Minister Song Young-moo and Blue House Chief of Staff interfered with the plan for mass production of the Cheongung-II, which had been developed. Blue House Chief Mo is one of the predecessors to Park Soo-hyun, Senior Secretary for Public Communication. He described the Cheongung-II as “an obsolete weapon system that will be scrapped within five years.” As the defense minister and the chief executive of the Blue House opposed it, the Cheongung-II had gone to the brink of death.

Despite the attention of the Blue House and the Ministry of National Defense, many people tried to mass-produce the Cheongung-II. In the end, the Cheongung-II was saved, and this year’s deployment and export to the UAE were imminent. Chief Park Soo-hyeon wrote the actual deployment of Cheongung-II on social media like the government’s achievement, but it is not. The officials of this government should not put the Cheongung-II in their mouths if they are shy.

The Korean Cheongung-II missile mass-produced in 2017 overcoming opposition from the defense minister and the chief of the Blue House Senior Park Soo-hyeon also promoted the completion of the development of a tactical ground-to-ground guided weapon called a ‘long-range artillery killer’ and the start of mass production. When the tactical ground-based guided weapon was conceived under the name of the top secret ‘lightning project’, those who vehemently opposed and sniped are all current and former members of the ruling party. Nevertheless, thanks to the efforts of defense scientists for over 10 years, 2020 saw the light of day.

Senior Park Soo-hyun also promoted the release of a prototype of the KF-21, commissioning a 3,000-ton submarine, the success of SLBM underwater launch, and deployment of military communications satellites, as well as the government-approved amount. Luckily, they only harvested the fruit at the right time, but it was the responsibility of the previous governments to sow the seeds, pluck the weeds, and hand over the wind and water. Any weapon system is developed as a result of our long hard work. It is not something a single government can do well.

● Is the increase in defense exports also a result of this government?

The export of domestic weapons takes up to 10 years from the starting point to the final station. It is very difficult to sell through competition with weapons developed by famous overseas defense companies. If the export is successful, the applause should go solely to the companies and defense scientists.

However, Chief Park Soo-hyeon wrote on SNS, “The president’s state visit to Australia made a contract worth 1 trillion won to export K-9 self-propelled artillery and K-10 armored personnel carriers.” It is not a contract concluded by the president’s visit. The company just adjusted the contract schedule with the Australian government to pave the flower road in time for the president’s visit.

A Korean self-propelled howitzer K-9 that has signed an export contract worth KRW 1 trillion with AustraliaThere are many things like this. Companies often argue with other countries to delay or extend contract dates in line with the President’s tour schedule. For this reason, the troubles of the companies that are suffering are not small. The way the government helps defense exports is not to force the export contract date when the president goes abroad, but to meet the enemy of the other country and sell arms diligently.

Also, I want you to recall the sudden change of the president’s visit schedule during the Seoul ADEX (International Aerospace and Defense Industry Exhibition) last October, which caused a lot of negotiation with export companies. The reporter also asked a high-ranking official of the Blue House Security Office to reconsider the change of the president’s schedule, but in vain. A number of meetings scheduled in advance by domestic companies with foreign military generals and foreign importers have been canceled.

● Defense exports good, defense imports bad?

Park Soo-hyun, chief executive officer, transcribed the words of Kang Eun-ho, head of the Defense Agency, saying, “This year, defense exports far exceeded defense imports.” On what basis did defense exports exceed defense imports, and if so, why? It is also necessary to look back on whether it is something to be proud of that defense exports are greater than defense imports.

Although defense exports are welcome, they are not directly related to security and national defense. Defense exports are essentially a business making money. Defense imports are when our military imports advanced weapons or improves the performance of existing weapons. Since it is directly related to security, it is not something to be welcomed simply because defense industry revenues have decreased relatively.

In other words, an increase in defense exports has little to do with security, but a decrease in defense imports weakens our military power. The dichotomy that defense exports are good and defense imports is bad does not exist. I do not know what the Commissioner of the DAPA intended to compare defense exports and defense imports together.

Kang Eun-ho, head of the Defense Agency, and Indonesian Defense Minister Prabowo are negotiating the development of KF-21 unpaid. The Office of Defense was excited because the chief of public communication at the Blue House often gave self-congratulations to the defense industry. Even after signing a very embarrassing contract to receive 30% of Indonesia’s KF-21 contribution in kind, Director Kang Eun-ho of the DAPA was happy to himself saying, “I am 120% satisfied.” The head of the Korean-style fighter project division of the DAPA said that the efforts of Director Kang Eun-ho were great in signing a revised contract with Indonesia, and Director Kang Eun-ho made a trip to name the KF-21 No. 2 as the project manager.

Compliments make even whales dance, so the more compliments that don’t cost money, the better. But it must not be a whale to praise a whale. You should try to listen to the praises of others, rather than be proud of yourself without bragging about yourself. In particular, vain compliments exchanged with respect to security and national defense may lead to misjudgment by our military and enemies.
