The government held an extraordinary meeting of the government this morning (24th) and deliberated on special amnesty, special commutation, and special lottery.
At this meeting, the issue of a special amnesty for former President Park Geun-hye and the special lottery issue with former Prime Minister Han Myung-sook were discussed.
Prime Minister Kim Bu-gyeom, in his remarks, said, “In terms of humanitarian consideration, prisoners in difficult circumstances, such as the elderly and seriously ill, have been included in the amnesty.”
Even in the case of former President Park, it seems that the amnesty was decided in consideration of health concerns.
Prime Minister Kim said, “The purpose of this amnesty is to achieve stability in the livelihood of the common people who are suffering from COVID-19 and the people’s dialogue ahead of the new year in 2022.”
“We want to give people who have been punished for economic crimes but have extenuating circumstances, including small and medium-sized business owners and small business owners, who have had a hard time making a living due to minor violations of the law, to give them an opportunity to return to work and recover,” he said.
Prime Minister Kim added, “However, in order to establish legal order and secure public safety, those who have committed serious crimes or other violent crimes are excluded from the amnesty.”
He added, “I hope that this special amnesty will serve as an opportunity for our people to welcome the new year together and overcome difficulties caused by COVID-19 together and move toward the future.”
