The incident occurred at a villa in Namdong-gu, Incheon at around 4:50 PM on November 15th. After receiving a report of threats coming from upstairs and threatening in front of the front door, the police were dispatched as a team of two from the district office. The policewoman who arrived at the scene was listening to the victim’s statement of the mother and daughter at the front door of the house of the victim’s family, who reported it, while Namkyung was talking with her father outside the villa.

This was not the first time the conflict between the upper house and the lower house had arisen. There is another reason the victims’ families are outraged by the police. It is the fact that we have not yet seen or heard of the incident that occurred at the scene of the crime. This is because neither the police investigating the case nor the LH managing the apartment complex refused to disclose the CCTV.
Why can’t I see CCTV even though I live in the building where the incident occurred and I am a victim? The police have only given a theoretical answer that it is difficult to disclose the case under investigation. LH refused to show it only with the consent of the investigative agency in accordance with related laws and bylaws. When the victim’s family went to the police and asked for their consent, the answer returned was, ‘It is about a matter under investigation, and the police do not need the consent of the police because it is not the purpose of the investigation for the family to watch CCTV in a situation that the police already have. Then, the LH side changed the statement, saying that even if the mosaic was made, it could not be disclosed because it was possible to identify who it was.

From a police officer’s accusation for ‘abandonment of special duties’ to a lawsuit against the state… never ending event
The victim said that he would do his best to secure CCTV footage until the end. It is also said that two police officers who were dispatched to the scene will be sued for negligence of special duties. Apart from the disposition of dismissal, the two police officers are being investigated for negligence along with the district commander and the head of the competent police station who were in the reporting line at the time. In accordance with the Aggravated Punishment Act for Specific Crimes, the offense of negligence is punishable by imprisonment for not more than one year, imprisonment without prison labor, or suspension of qualifications for not more than three years. The position is that we do not simply ask for strict punishment, but by looking at the case as a whole, we want it to be revealed that it is not an accidental crime, but a planned crime resulting from multiple harassment.
The victims are said to be considering a claim for damages from the state. However, even after all these processes have been completed, it seems difficult to recover the physical and mental damage suffered by a single family who was in harmony.
